I understand that Keldorn visits his family in the govt district and doesn't return. Since I need to also go there, can I dismiss Keldorn somewhere (slums or docks) and pick him up after I return from the govt district?

Keldorn does visit his family in the government district but if you chose the right dialog options he stays in your party. Just save before you enter his house and if he leaves reload your game and try a different dialog option,
SPOILER * * * * * * * * * IIRC the correct option is to tell Keldorn to go and meet the man Keldorn's wife is having an affair with and then return to his house and tell him to forgive his wife but to stay in your service until Irenicus is defeated.

Well, it depends on your alignment as well.
A Lawful Good character would support Keldorn's choice to have his wife thrown in jail. Neutral Good may or may not support his decision, based on what they thought was the best course of action. Chaotic Good characters would say screw the law and find some way of bailing Keldorn out. |

You can finish the quest and get him to stay in your party, just tell him you dont want him to leave after he spends a day at his house. he will be gone forever if you let him go.

What if you have told him to stay until Imoen is saved, rather than until Irenicus is defeated?

IIRC there's not an option to tell him until Imoen is saved, or until you have defeated Irenicus. You can tell him to stay with you 'until your quest is over'. You shouldn't take that too literally. He doesn't leave you because you've finished Shadows of Amn.
