As m-w defines it, a bug is a flaw; a defect. If something was intended to exist, it's not a defect. However, if something exists and it is not clear whether it was intended or a defect, or if it is neither a defect nor directly intended but can be abused to a great extent, it's classically called "cheese."

It answers the question of whether cheating in BG is wrong by saying the only harm done is to oneself. Therefore, in alignment terms, one might say cheating in BG amounts to "neutral."

It's still discussed because many people have under-developed notions of what cheating is. Some of the "gray areas" you mentioned could be defined as legit/cheating while some others can only be branded "cheese."
