Githyanki Anti-Paladins are just that. They dispel on touch and can cast superpowered Dispel Magics like any other AP.
What's really wicked about the AP's innate Dispel-on-hit ability is that you can equip an unenchanted weapon and punch through PfMW while still dispelling. Liches are still a bit tricky though...
