You can set your peices on guard.
In real human games ( which Ive never finished and I dont think they ever do finish) you would have to do that otherwise no one would want to finish their turns. Not a bug actually an innovative feature. The biggest improvement over aow 2 is that it can make random maps for you, a la civilization. So it has endless replay value. I dont know if its any good because as you can probably tell from my posts i havent played it yet. But i can tell you that it is out and has been for sometime. At least a couple of months i think!

Might very well not be a bug... haven't played simultanous mode since AoW1, but there, when your turn had ended, one could click the end-turn button again to be able to move units again, would make sense that the computer would do so when some enemy arrives within range.
