can i become a werewolf in the regular Morrowind or do you need the expansion pack. If you can become one, how do you do so?

I don't think so. First, there are no werewolves around so that nobody can turn you in a werewolf (the wolfish snowmen aren't werewolves). Second, there is no werewolf body or head in the "object database" in the game so that you cannot be shown as a werewolf by the game.
Perhaps, some extension implements werewolves. I don't know. Plain Morrowind does not implement them.

Bloodmoon is required for that. Plus, you have to travel to the island of Slostheim, which would be a rather harrowing experience for a low level character.
If you're buying the game, you might as well buy the Game of the Year version. It has Morrowind and its 2 expansions, and you can get it for $20 at Walmart or Best Buy.

Becomming a werewolf isn't all the fun it could be IMHO. Fun for a laugh or so but I wouldn't suggest you to keep that "change" throughout the game.

Frankly, that's one thing that bugs me. There's nothing really *good* for you when you change. I mean, what you get is some access to quests you couldn't take before, the Eltonbrand if you manage to find Goldbrand before you cure your vampirism (which that's just an easter egg), and modified stats that go away when you cure the vampirism.
In excahnge for massive weakness to sunlight (avoidable), being shut out from most quests or shops in the entire game, etc. Same with werewolf, shut out from most quests or shops in the game. I mean, I like what they were trying to do by offering you the chance, but shutting you out from completing the plot of the game on the side of evil is really a low blow. (I mean, you can complete the plot, but in such an abridged and contrived way that it's silly)
