I was heading toward the Umpani base camp when I was attacked by 5 Higardi bandits and 7 Umpani Renegades. Has anyone else ever seen Umpani Renegades? This was my first time ever encountering them.

I met them ( only once ), when I entered the Northern Wilderness with a Lvl 8 party.

Yeah, I've run across the Umpani bad guys, but only once or twice in many games. I've also come across Trynnie outlaws and outcasts on the road between Arnika and Trynton, but not often.

Yah, them're kinda rare. In all my games i've seen the Trynnie Outlaws and -casts 5 times, and the Umpani Renegades but thrice.

Renegades-no, trynnies- yes.

Damn your lucky fighting them. In wiz7 they were so much fun to fight, gave lots of treasure...

This is just a guess, but since you have only seen those monsters with low-level parties .. perhaps they are low-level monsters? Since the battle difficulty scales with your avg. party level, it makes sense that the game would spawn those monsters for weaker parties in "hard" areas. I got beaucoup Trynnie Out's when I first went on the Arnika Trynton Road (~ lev. 7 or so I think), and now all I get is Juggernauts, bats and plants. I haven't been north yet so I don't know about that.

No, I've had very high-level parties tromp down that road and come across the Trynnie baddies. Then again, the scaling in this game is less than perfect. These same uber parties often come across (on the Monastery road) low level plants like redweeds...stuff my low-level parties rarely saw. Go figure.
