That's a Persistent World Database System designed by Fast French (FF). It basically saves a bunch of data related to your PC such as location, HP, quest status, etc... Whenever a module using FF loads the module is restricted for the first 20 seconds to allow the server time to set everything up before folks start logging in. All it does is ban your character during this time. Once the 20 seconds is over, try logging in again.

That's one of the reasons folks shouldn't login right away after they see the server reset - give it a few minutes to settle down first. Best idea is to watch the ping and wait for it to go down to it's normal values (around 130 for me, for example)

If you do get banned on login, wait a few moments and try again. This goes for pretty well any PW server. Most server admins aren't pricks who'll ban you the first time you play without at least notifying you first.
