the only thing that would have stopped me from keeping it was that the employees would have been fired. but now that its the news, I'm sure they were fired anyway.

I would collect the bag and place into my custody. I would then take out a lost and found add in the local paper describing the location and item of what was found. Whomever answered the add with the correct information, to include serial numbers of the bills would get the bag returned. If after 30 days with no correctly identified claimers it would then become property of the finder.

You can do the same with the Police. I have done that several times. I gave them the items and after 60 days they knocked on my door and told me it was unclaimed. So, it was mine.

Hmmm... Felix's "include the serial numbers on the bills" will pretty much eliminate just about everyone...
