Why not just kill TorGal first then go talk to him?

It is so bugged.

I've tried it dozens of time (literally) and he just refuses to play along.

Unfortunately, I'm forced to put him down.

1. Habib's an injoke, just something to spice up the game. If you go to a temple of Ilmater, you can find out a bit more about him.
2. Mr. F may refer to Fael, but I don't know why. My guess is that those two are a part of an unfinished quest. There are lots of unfinished quests in this game.
3. The Skinner murders get more interesting. This would have been one of the best quests in the game, connecting a lot of different quests, but the link that tied them all together never got put in, due to time constraints.
4. It's TorGal, all right. If you have Nalia in the party when exploring the Keep, you can find out more about Glacais. As people have said, there's a way to keep from killing him, but that way is incredibly buggy. It's rumored that a fix for this will be in the next Baldurdash update.

1. there is some crazy loony named Habib who throws scimitars at me and runs away? who is this guy?
2.in the slums district u meet 2 goons one of which is named Kohrvalle? (excuse spelling) and the other a dwarf.... the dwarf says " calm down kohrvalle. mr. f. dont like u killin people in the streets" (or something to that extent) who in the world is Mr. F?
3.the murder case in the bridge district seemed like a cool, fun quest.... initially an exciting detective-like quest transformed into some freaky archaic cult-like mumbo jumbo (which in my opinion totally ruined the quest) .... what exactly is the tanner involved in?
4.in the quest for Nalia's keep... there is the a man by the name of glacius hiding in a hidden room and he says something like.... "for the glory of the new master" i dont think its torghal... but i might be mistaken...
5.a room in the bridge district has a bunch of people that are immediately and for no reason are hostile towards u..... they dont have generic names like smuggler thief mage etc. etc. in fact they have COOL names like Valeria and Dracanos (excuse spellings) i think this was supposed to be a quest.... someone should finish this quest as a form of a mod!

 1. Habib is a pain in the butt who is not a part of any quest. Watch out if you are raising someone in a temple, as sometimes he appears and throws the scimitar at someone you just raised, killing them again. That's what the whole thing about Habib killing people comes from. I kill him on sight; he never even gets to throw his scimitar I do it so quick.
 2. I also concur that the most likely identity is Mr. F is Firkraag. Remember, he is a "noble" alone in the pub in the slums, waiting for you to show up. He doesn't want to reveal himself when he is jumped by some thugs on the way to meet up with you (I mean, if you were a mugger and you see a noble walking by himself, you wouldn't target him?), so he brings some bodyguards. He just left them outside while he was waiting for you (though they should disappear once he meets with you, if that is the case).
 3. That was part of a bigger quest, involving the Twisted Rune. It was supposed to be a huge series of quests, but it was removed (time constraints). That's why you find empty potion bottles with no use when you take out the slaver leaders; those were items to be used in the quest, and when they removed it they left the bottles in. Just a hint, finish the Trademeet quest, then after doing the Bridge District murder quest, take a swing by Trademeet again. You'll see what happens with the tanner. In addition, read the note you find in there, about guessing a name, then take a little swing by the Umar Hills.
 4. Use the ring of earth control on him (found on the keep's first floor). Yes, that's right, it actually works on him (it shouldn't, but it does). Once you charm him with that (he has an annoying habit of making his saves, so you might want to save before trying this), just wait for the charm to wear off and he'll have a blue circle around him. Talk to him to get the better xp. Oh, and there is someone behind the keep invasion, who sent in Torgal to begin with. You have to have the keep as your stronghold to find out who that is. He is most likely the source of the magic that charmed Glaicus.
 5. I don't know if that was part of a quest that was removed from the game or not, but hey, it's xp. Don't complain, just whack 'em! Considering that they had names, they probably were part of a quest that was removed.

I've never had much trouble calming Glacias down. Just Charm him (he has good Saves, but you've got Charm Person, Dire Charm, Domination, Jaheira's Charm Person or Mammal, and the Ring of Human Influence), and then wait for it to wear off. Bingo. The real decisions are:
1) What would my PC do? What would my PC do with Nalia watching?
2) Do I want the EXP, or do I want the Full Plate?
