Hopefully he just wants to see the face of the guy who's reaching for them. But you're right -- he didn't say if he wanted it pointing outward...
I could actually see a use for this idea for potential kidnap victims, like heads of state or their families. But just to watch where some pimply-faced kid takes your daughter? And you won't need a camera to know what happened if he brings her home & she goes to her room, but the GPS shows her underwear is doing 65 down the highway...
