He is singing in the sewers hehe!! Well in the northern section of the sewer's is a secret entrance to the wizards lair whose got the bard, you can either kill the wizard or find a mirror for him, either way you get the treasure and Haer'Dalis.

Just to clarify that's the sewers under the temple dsitrict not the copper coronot.
