You need the body or presence of the NPC Valygar. Talk to the mage in the government building for the evil way or go to his cabin in Umar hills for the good way.

Or complete the quest the evil way (or one of the evil ways) after talking to Tolgerias. It doesn't make any difference until you actually talk to Valygar.
And Goulum, I have some facial cream that might help you with that....
