Unless I am mistaken, the ammount of exp a NPC who joins you gets is determined by your own exp. So, what happens if you import a lvl one character from BG and you are joined by one of the dual class NPCs (nalia, imoen, anomen)? In theory they won't have enough exp to have reached their dual class level. Can someone explain if I am completely off the ball on this one?

The npc's xp aren't relative to your own. In bg1 that was the case but not i SoA. Its sort of a pity IMO, though as you already stated it would lead to some problems in this game.

There are a number of "incarnations" of each recruitable NPC. The number is usually around 5 or so, and they are all of different levels. (If you have Shadowkeeper, you can see them for yourself in the Creature Browser.) At the moment when they first join your party, the game gives them the attributes of whichever "incarnation" has the EXP level that most closely matches the PC's EXP level.
So, if you tried to import a Level 1 PC and recruit NPCs, you would just get their lowest-level incarnations, which would all be around Level 8 or so. (In fact, you can't import a Level 1 PC at all, the game automatically makes sure you're at at least 89,000 EXP when you start out.)

As SoS said, the XP levels are relative, but not absolutely relative. Therefore, if you get to them at certain points, they may have significantly more XP than you do.

You would be raised to 89.000XP on import so it isn't an issue. I have never tried and it isn't stated in the manual (although it was written on the fact-page at the old BGII homepage) so this is pure build on an assumption. My pardons if you have attempted this feat - something I feel you should do to answer the question fully. After all the early appearance of Imoen makes this an easy experiment to conduct.
Apart from that the other people responding are correct. There are merely three (I think) different forms of each NPC and one is selected when they join the first time. I do not think this takes XP ranges below 89K into consideration even if this would be possible given the speculations above.

When importing form BG1, a few thing's happen..
All your inventory is removed, your spellbook is removed and your XP raised to 89000 if it was lower than that before... Few upsides of importing though, some item's get plonked down in the level where your start so you can pick some of them back up, a certain item in particular is also carryed over if you happened to still have it on your BG char..

The upper limit on imported PCs is 161,000: The EXP cap for ToSC. If you have more, the game knocks it back down again.
