A bit more precisly:
Agree to do the Unseeing Eye-quest. Then, enter the Temple-sewers, and head up to the north-west corner. There you'll find Keldorn batteling a Zombie.

uhh..... i went there but i don't see him. i walked all around the sewers, but i couldn't find him, i go upstair either!!

You have to go to the Temple of Helm and agree to do the unseeing eye quest, he will tell you Keldor awaits you in the sewer.

IMO hes kinda a crappy NPC, ya he can wield the holy avenger but hes the worst type of paladin...

Keldorn is far from crappy. You know, if the Keldorn Order was still around, they would post several times to state why he is so wonderful.

Or "Awesome" as they prefer to say.

His Dispel Magic is the most powerful in the game, and nobody can rival it. He has free True Sights, arguably the best Divination spell in the game, and very vital too.

His stats are astounding, aside from his DEX. So if you slap the Gauntlets of Dexterity on him, his total stat points are mind-boggling.

Keldorn's kit is for dealing with magic users.

Yes - Keldorn in your party is a good thing - besides the gauntlers of DEX (which can be found in the Unseeing eye quest) - get him the Girdle of Hill Giant Strength from Adventures Mart

Then he REALLY rocks
