Is there a way to enable a "chime" when you get a PM?

Indirectly. If you enable PM notification, an email will be sent to the address you registered with. Most email software allow some form of notification. An online account like hotmail is harder. MSN messenger will display a notification for a hotmail account, some others are harder though.
Theres no way to do it through the forum software itself though.
