I have used a cap remover before and any level after the cap all you gain is hitpoints and lore. Is there any other cap remover or other program i can download that fixes this problem? For example a mage continuing to gain more spells or a fighter getting better THAC0. Because i dont want to get ToB with Never Winter coming out in just four days (TUESDAY IS THE BIG DAY!!!) which i already have reserved at BestBuy. is there anything that allows my characters to get the stats and saving throws that they should when they level up?

lol im getting NWN too!!!!! i dont think there is a program to fix it thought, try downloading a diff version of it though, maybe the one u used is faulty or something

You need "level 50 rules". The XP cap remover itself (xpcap.2da) is useless as you have seen. In fact, the remover is one of the patch files contained in the "rules". The "rules" do extend tables of resistances, saving throws, etc. beyond the XP cap limit. With one exception: you will have to create thac0.2da
 ) file yourself.
