I am doing the first fighters guild quest in Vivec but I can't find the guy with the ring (what's his name again?). I have looked everywhere in the redoran plaza but just can't seem to find him. Please help.

If I recall correctly, he isn't in the Redoran plaza at all, but in the Hlaau one instead.
