I was in the basement of one of the cantons in Vivec, it might have been Telvani, but im not sure, i think it was the one where a guy offers to tell you a secret for a bottle of matze, but i found an item called the head of Scrounge, a head of some Argonian, does this item have any purpose?

It has no use. just something the developer used for testing but forgot to delete.

There is also a small axe i have, also named scrounge, and a book about it called the legend of scrounge, are these in any way related to the head?

Those things was use as testing by one of the programmer ( forgot his name ). They forgot to delete it.

The Head of Scourge were not "forgotten". It's correct that a programmer (Steve Meister) used the argonian Scourge, to test magic with, but the head was something made later and planted as a so-called "easter egg". Are you sure the axe is not a mace? Because there is a mace called Scourge which have nothing to do with that head...?

It might be a mace, but its a weird looking one at that, kinda axe like, but it is a blunt weapon, so i guess a mace.
