Joncis Dalomax ????

North of Hla Oad is a shrine called Ashurnibibi.
Behind a trapped door I found a man called
Joncis Dalomax. He thanked me for defeating his
captors and that he now could find his
own way to Hla Oad.
Where can I pick up this quest of freeing him ?
Not in Hla Oad I think, I've asked everywhere.
He seems an officer of the imperial army...

It's the second quest assigned by the imperial legion at Fort Buckmoth. You will need to be a member of the imperial legion and complete the first quest there before you get this one (you can join the imperial legion by talking to General Darius in Gnisis).
