Bought a new video card yesterday and WOW WOW WOW, what a difference. No more stutters, no more hiccups, runs very smooth. I've even upped the resolution and turned up some of the options and I can now enjoy the game the way it was supposed to be played. The scenery is absolutely beautiful and the details are amazingly distinct.
I got a GeForce4 Ti 4200, 128MB DDR Memory.

Try to notch up the AA to quintix or something, or at least 2x AA. THATS the difference!!! I think its done in the ini file

Good choice of cards. Couldn't get a better one for the money. Regarding anti-aliasing, I would advise against it. I normally always use it with my ti4600, but actually disabled it in Morrowind because it really didn't make that much difference and the performance is much better without. Anti aliasing is enabled in the properties of your video card.
