those are teleporters. if you have the official master index mod. you can do the quest.

how would i go about finding the master indew, i found an index in the urshiralaku camp (mispelled most likely), but i havent beat the game yet so i cant steal it.

first, go to Mage guild second floor in Caldera, talk to this guy and he'll give you this quest.
