Ebonhart Conspiracies

In Ebonhart, I've been searching around for the missing 'Lord's Mail' and have found that one of the recently banned Imperial guards might have had something to do with it. I've been in the Garrison and spoken with the guards there, and have found a 'Rusted Imperial Key' in the Imperial Guard's old quarters. After this I have no lead on where to go, can anyone help me with this?

I am not on this quest but stumbled upon something that might help....
There was an area in Ebonheart...I forget exactly where that never showed up clearly on my map and didn't seem accesible....though I could go near it...
While swiming around, Ebonheart, I found an underwater cave....there's a fella in there I'm certain you want to meet....
from thre you access a room using a key (oddly my key came form a sunken boat near the starter town) and that let me back into the city via a door into that perviously unreachable area....
I'm NOT sure if that key would access that unreachable area from the inside....I never went back to explore to see if thre was a door behind a drape or something....

yes the key you get on the sunken ship by seydna neen is called the rusty imperial key and it opens the door thats underwater. if you head into the main castle of ebonheart head out the east side via levitate. then start to walk around the island as if going northward. you should come across the entrance right at about hawkmoth legion area. be reminded that since the guy is wearing the armor it makes him very hard to kill. even with a good sword it took me a good dozen whacks to take him out. funny thing is he wont attack you outright though. only when you talk to him. he says "they might have kicked me outta the legion but at least i got my prize". its another large cuiriass with highest armor rating in the game along with dragonbone. and its abilities are 20- 30% magic resistance when cast and some other not so bad ability. that and it weighs 30 pounds instead of 50 like dragonbone. i like DB cause it has constant effect 100% fire resist which you dont have to worry about casting.

I'm sorry, I scoped the entire waterway area around the immediate town, and could not find the entrance. I don't have Levitate, yet, but I do have Water Walk (whoopie-doo). Could you possibly give directions like from exiting the docks towards the bridge onto the stairs to the left or right of the bridge? I cannot believe how hard it is to see underwater..

Have you join imperial legion? if you have, getting that suit of armor is a part of imperial legion quest. in other words there is another way to go inside that cave.
