Here's a little free/donationware that's just perfect for making or re-touching those icons. It's only 300+ kb zipped in size--but perfect for the drawing-impared. (Great for the artists, too.)

Another good one I just picked up is PhotoSuiteIII platinum addition. I picked it up at BestBuy for only $5. It is awesome! Let's you create albums, paint, retouch photos and of course create cool stuff for Dungeon Craft.
