NPCs Dual Wielding

Ok I am kind of getting the hang of the tool set how I cant seem to get my newly created NPC to dual wield the weapons I give him. I know I would probably be better off asking at the bioware offical forumn but I looked there and really didn't find anything that helped me. Perhaps one of you know how to get that to work?

U have to make sure that on your NPC you give him/her the feats:Weapon proficiency Exotic,martial,simple. Two-weapon fighting, ambidexterity, improved two-weapon fighting. That should do it. If not reply back.

I made sure to give him all of the feats required so I am sure he is capable of dual wielding however I think that he has to be told to dual wield the weapons via scripting...I'm just guessing but that seems logical. I tried simply equiping the weapons but that didn't seem to work either.
