Could someone tell me if this is a bug? and if it is, how can I fix it?
In Baldur’s Gate, (with or without Tales of SC installed), when I go and get Edwin in my party, he gets one extra spell slot per spell level- in addition to the extra spell slot per spell level he gets for being a Specialist Mage.
And I never want Xan in my party because he is the opposite- although he is a specialist mage (Enchanter), he only gets the spell slots per level that a regular non-specialist mage would.
Reinstalling doesn’t help, and as far as I can see no other NPC is affected or altered at all. When running as an evil party, this is nice but I feel like I am cheating. And, of course I totally miss out on the whole Xan-moonblade experience because I want those extra spells!

IIRC, Xan has less INT than Edwin, so he doesn't get as many slots to begin with. The game figures the INT scores, determines spells learned and spells memorized, then adds on the extra specialist mage spell. 'Course, I could be wrong.

I thought INT determines spells learned (not memorised), chance to learn from scroll, and max spells, not the actual spell slot. Well, I never saw a change from a 18 INT mage to a 22 INT mage in terms of spells memorised.

That's not the case, I'm afraid.
It's his Necklace, (that he won't allow you to remove) IIRC.

Oh, and INT score determines how well your mage writes down spells, spells learned depends on what specialist class mage he/she is.
In BG2, they had 15% Bonus to the specialist spells memorisation and 15% penalty to all others that you could learn. I wonder if the same or at least parts of it is in place here?

If that is indeed true, then you (and Xan) have a bug. Have you double-checked Xan's spellslots against the manual or similarly reputable reference? If Xan does indeed fall short of the legal slots for a Specialist Mage, you might try:
1) Keeping him in the party until he Levels Up. At every Level Up, the game checks a spellcaster's slots and makes sure they're correct for a magic-user of their level, and corrects them if they're not.
2) Downloading Gatekeeper and hacking Xan the 1 extra spellslot per level that seems to be lacking. (Cheating to fix bugs in the game is 100% kosher, in anybody's book.)

As has been stated, Edwin's amulet is a powerfully enchanted "memento of Thay" that grants him an additional spellslot of every spell level he is currently able to cast.

INT has no effect whatsoever on the number of spellslots a Wizard has, although it can limit the number of spells of each level you can scribe to your Mage Book, and also limit your being able to scribe spells of higher levels. I personally don't know if BioWare implemented the "Bonus to scribe spells of their chosen School and penalty to scribe spells of other Schools" rule at all, whether in BG1 or BG2.

Well according to the manual I am getting the shaft on Xan. I will try Gatekeeper, but outside of hardware I have little knowledge in tweaking and hacking. Thanks

she apologizes quite profusely

Now then.
