But they are both Large Swords...meaning an unnecessary penalty!

Also, can some one tell me which scimtars are particularly good for dual wielding?
ie stats for the Ichor & Souless would be good!

(don't think by naming names it would be a spoiler...)

They are considered Large Swords only for the proficiency feat. They are indeed both lighter weapons, as proven by the Weapon Finesse.
Good Scimitars are few, like Blood Trails, Acid, Defense, Souls/Soulless, Ichor to a lesser extent and the Hell's Fire(HoF I think). Using an active(Hell's, Souls) in the main hand and a passive(Defense) in the other is unbelieveably powerfull.

So...if i take Weapon Finesse then the dual scimtars are considered light weapons?
(i'll never understand these rules)...

I thought that it was only daggers and shortswords that counted with weapon finess!! What other weapons are included?

In the core 3rd ed rules, Weapon Finesse can only apply to Small weapons and rapiers. In the game there are no rapiers, so they added the Scimitar component.

Okay, so to sum it all up:
Duel scimtars will have the same penalties as dual short swords.
Which means there is no need for me to take weapon finesse, right?

Erm... Weapon Finesse enables you to use Dexterity instead of Strength for hitting, not damaging. It is only useable on Small Blades(dagger, Short Sword) and the Scimitar. Scimitars have the same penalties as short swords when you dual them, as they are weapons of equal size. So I really don't get your question.
Weapon Finesse is unusefull only if you use larger weapons, or your Str is greater than your Dex.
