I have cleaned out all of the towers of the Severed Hand, but when I go to the last tower it has been blown away I can't get up the stairs. Am I missing something? I have been stuck here for days! Help!

There's a bridge from the third level of the west tower to the second level of the east tower. It's easy to miss.

Hmmm. I think I got east and west mixed up there. Sorry.
