I have a problem... You see I freed Viconia in the goverment district, but then i left her and she said she would be in the graveyard district, but I can't her... Does any one know where she is?

Find the Buried Man... Take that path to the left. She's at the end of that path, standing to the side of the structure with the dome on the top.

she's basically in the SW corner of the map, near one of the entrances to the crypts.

I believe that if your reputation is too high then she won't be there; otherwise, it's actually the NW corner of the map. She's to the side of a building, so if you don't go far enough you won't see her.
