how can you speed up romances in ToB? I tried using the in-game key cheats ( the one where you hit ctrl+i). I also tried the CLUAConsole thing, but it works sometimes....can someone tell me how to speed up all romances in the game?

Well, you could just leave your game on pause, and go and do something for a few hours. That should cause a dialogue when you unpause it. At least, that works in SoA, I'm not so sure on ToB, though.

Compared to SoA, many more (almost all) lovetalks are centered around events, not time. Go ahead and play the game... you can't really speed things up without playing.

Wasn't tehre a CLUAConsole thing that you could type in that sped up the romance?

In SoA... but I would imagine doing that in ToB would cause problems.
Events, not time.

This may be a stupid question, but are you sure that your romance is active? You could check the variable using Shadowkeeper. As before, if your romance interest dies or gets turned to stone it will end the romance.
Another thing is that the romance dialogs in TOB seem to be a little less developed than the ones in SOA, so if it sometimes seems like your romance interest doesn't have much to say, maybe he/she just doesn't have much to say! Also, to second what Illumina is saying, the romance dialog will often be triggered by where you are in the game. Speeding up the dialog timers won't really help anything, you just have to let the dialog happen as it will.
