I know I seem to be asking a lot of questions lately, but I keep getting unusual occurances in my current game. The latest occurred after my solo bard returned from freeing the prisoners in the Astral Prison.
I decided my bard was sufficiently experienced to face the infamous "Acid Kensai". I had actually tried to force him to show up earlier by equipping my improved version of Dakkon's Zerth Blade. When Kuriosan didn't show up, I guessed that - even though the Zerth blade was a katana - it wasn't one of the ones Mr. K. is actually interested in collecting. When I gave my skald a Bag of Holding (through SK), I discovered that the one I chose came "pre-filled" with some of the nicest items available in SoA - including another katana called Malakar. I know from a previous game that Kuriosan does appear if you have this katana equipped, so I set up my buff spells, chose the area I wanted to face him in, then pulled Malakar out of the Bag and waited....and waited....and waited. Much to my disappointent, the agressive collector from Kara-Tur never showed up. The only thing different in this game is that I tried to "spawn" Kuriosan in the Bridge District instead of Waukeen's Promenade (where I've always faced him before). I don't know if Kuriosan is restricted to which areas he shows up in. I know that he does appear on Districts other than Waukeen's Promenade, but I'm not sure if he will appear in all of them or just a select few. Does anybody have any ideas or suggestions about this?

I finally managed to hurt him badly enough for him to run away, all the while vowing to return another day. So then my party just went on with our previously planned quest. So Kuriosan will show up for swords other than Celestial Fury.

No. Just if you have Malakar and/or CFury.

Shadow Keeper may display multiple versions of the same item, which are not actually coded exactly the same. Some versions are meant for in-game use, some are not. The Bag Of Holding you cheated in, was not meant for gameplay. There is no player-accessable pre-filled Bag of Holding in regular gameplay including Tactics. Perhaps the items inside are not the Tactics-sensitive versions.
I am curious why are you choosing to import items, rather than finding the items in the game? If you do this, don't be surprised if items you import don't act as they should.

You may be right about that version of Malakar not being coded for in-game use. The ReadMe file of Items Upgrade specifically warns that some items won't work if you use SK to import the needed components for the very same reason. Oh well, no biggie. I'll meet Mr. K. soon enough - and now I'll have a little more experience under my belt when I do.
