in candlekeep there are the chanters in the garden something like from the different compass point towers (north, south etc)

They give Candlekeep a little more atmosphere. Also, I don't know if you noticed this, but the one in charge (the only one actually named 'Chanter') is reciting a rather important prophecy. I was able to take a good guess at my heritage solely from this.

The answer to your BG2 spoilerish question is NO, and that mistery is solved in BG2: Throne of Bhaal, the official expansion.
