Also some very nice spells can be bought in the Underdark try the gnome merchants in the main cavern and also the drow merchants in Ust'Natha.

As Zarr said, most high-level spell scrolls are found and not bought. You'll find many in the Spellhold-maze, plus that many are sold in the Drow city Ust Natha.
It is hard to come across scrolls like that earlier in the game, but I think Bernard has a few, and that nobleman-merchant in Trademeet.

You asked specifically about Finger of Death and IIRC a scroll of finger of death can be found in that location in chapter five Sir Exxon mentioned.

[Spoilers]
Ive found that there really arent very many 9th lvl spell scrolls in SoA at all, the few places Ive been able to find them are:
-In the adventure mart in Chapter 6
-In the Underdark when you help the imprisoned wizard with his elemental gates quest
-In various houses in suldanesselar, and also on the body of Nizidramantyi
-On the body of the dragon in the pride test in Hell
-In the crystals near the dragon in the pride test

Those are the only places I can think of off the top of my head
As for level 7 and 8 spells ive found the best place to get them early in the game is off the body's of the cowled enforcers (They're hard to kill but you get some good loot of their bodies )

WouldnŽt they just keep on teleporting in on me and IŽd have to keep on fighting Cowled scum for the next decade....I mean I hate those cowled bandits...they took my sister from me!!!
But IŽve got no intentions of fighting them all...I simply donŽt have the patience to kill ALL of the cowled ones...Tolgerias might be the Xception....IŽd like to kill him

No... the cowled enforcers are the group that comes out and attacks you on two occasions: if you incredibly evil, or if you cast spells inside the city

So assuming you not evil all you have to do is cast a mage spell in the city, so if you find a nice deserted area where there are no bystanders anywhere close (Like in one of the courtyards in the Bridge district) then cast a spell like stoneskin, there should be a single cowled enforcer who comes to tell you off, if its the first time you've ever casted a spell in the city it will give you a warning... so then you have to rest and cast a spell again. The cowled enforcer will then tell you that you have been warned and three of his buddies will appear and start attacking you, so then you have three mages to kill If you kill them you get the loot from their bodies, which usually includes spell scrolls like ruby ray of reversal or project image or even spell trigger (sometimes)

The very last ones have Ruby Ray alot, but the *first* ones generally have nothing better than Stone to Flesh (and rarely have anything more than level 3 spells).

Spoiler?

If you really want to kill them quick, have a thief place traps around the mage that is casting and once their all in, the cowleds are usually down for the count.
