I heard that Keldorn leaves the party. How can I prevent that from happening? Does his departure occur at a certain time?

It is one of the outcomes from his quest. It will only trigger if you go to the Government District with him.

When this occurs you have the option to let him retire or rejoin your party after all is behind...

A word of warning: Sometimes encouraging Keldorn to do something (in this quest, anyway) can have the exact opposite result. SAVE before you think things might happen, and DON'T overwrite that Save.
