Look in Ribald's special spell store. You're find it eventually, as well, i've found it as random loot several times.

There is a guy that sells it in Baron Ployers house in the slums, I think.

Hmm, I saw nothing in Baron ployers house except a chest with 1gp and a letter in. Even after he was dead. Maybe near the house? There are a lot of Black market thieves in the slums at night, right?

Yes, there is. But I do think it is actually in the house. Perhaps only after the Underdark?

Perhaps it is there. I only recall buying it from some house at that side of the district, but I don't think I bought it from Arledrian.
