i dont reckon that you can really sell it. anyway you can find the gem in a secret door in the sewers right under the temple district. try the quest because you can get a lot of stuff there, like boots of speed for instance.
return to the seven flagoons with the bard and he will open the portal... dont refuse or you will you wont be able to do the quest afterwards.

Minor Spoiler
~ ~ ~ ~ The Portal Gem cannot be sold( do not ask me why I tried  ), and thus it cannot be in any of the shops. It has a very weird appearance, somewhat like a rubber clam with many stubby jelly-like appendages, and is blue in colour.You have pass two traps in a room and loot an altar to obtain the Portal Gem. If my deduction is right, it should still be there. |

Incidentally, the reason why it can't be sold is because it has a nominal value of zero (to prevent people accidentally selling it and failing to complete the quest).
