Yes I would agree Jan is the best thief. The bonuses his gadgets give really help make him an excellent thief. I never have a party without Jan because he's my favorite character period.

If you want to go by pure stats, go with Jan since he can level up as a theif. I go with Imoen because I value higher level magic more than theif skills. I appreciate this is an unusual point of view though.
