I have a counter-proposal for Mr. Annan that would also be a "sweeping reform" for the UN: disband it completely! The UN is no longer needed. Simple.

I'd also order sweeping reforms if everyone told me I should do so. Kofi is again a follower, not a leader. He's just trying to avoid a coup.
