www.teambg.com has a good program, called Infinity Engine Editor Pro, and they have good tutorials. I recommend you to start looking there.

You will also need WinBiff (for extracting existing items, spells, etc. from BG2), ShadowKeeper (for easier adding those into the game) and Infinity Explorer.
