About getting Diabolic skills

How far into the game does one get to use Diabolic skills? Can all races and classes use them?

Also, if I intend to create a kick-ass Ninjutsu elf, it's best to ignore combat skills and study to become a mage at first, yes?

well look here. I do believe you want one of your first tier classes to be thief

this doesnt show class progression you sort of have to use your best logic. it shows that classes that get ninjitsu thoguh. you want to do the way of the dragon quest before you join a 2nd guild

Looks like the fanciest way to go would be Mage -> Sorcerer + Rogue -> Shugenja -> Ninja Lord. Is that possible?

I am honestly not sure. It would seem diabolic skills are spread around all the tier 3 classes but it shows you specifically which one is for nijitsu.

I believe ninja lord is a tier 2 class for thief. so first thing go to the bushido and do the dragon egg thing and see if you get the choice to be ninja lord. as i said though i havent done that im in the process of understanding it myself.
