im referring to the prison in the government district...
between the prison building and the temple of wakeen there is another building with no door to enter it... so i thought it part of the prison... but there iws an area on top odf that building (on the roof?) and a door there... how can i get there??? here is no way possible from inside the prison.. the second inaccesible area is behind the prison... a small rectangular area with a door to the thin building behind the prison?? anyone can tell me how to get into those areas and what are they for??

these areas are there for atmosphere and can be accessed by Ctrl-J there. This won't help you very much anyhow as there is probably nothing to be found there.
