Strength loss means that it is likely to be over-encumbrance that won't allow you to move. Drop some inventory until the weight you are carrying is below the weight that yourstrength can carry. Then hightail it to a temple cult shrine and get them to heal you.

Other options are restore strength scrolls or potions or spells.

If you have a divine intervention spell you might want to use that to get back to a temple faster.

temples are always good, or just buy plenty of restore potions from the high elf woman in balmora.

Alternatively follow the main quest along till your cured perm of all diseases then you dont get the problem quite as much anymore, i barely get hit with anything at all now however much magic is chucked, only a few things actually lower my stats anymore.

Find the persons that can teach you the "restore" spells. Once you can cast those, you no longer need scrolls, or annoying trips to temples.

I always make a point, starting in Balmora, of carrying a few Cure Disease, Cure Blight Disease, Cure Poison and Cure Paralysis potions. I actually have never needed either the cure poison or the Cure Paralysis potions (but you never know!), but the others come in really handy. Once you get the disease cured, then you can worry about restoring attributes. I also grab one each of the potions that restore attributes. Until you can acquire all the spells the potions are handy, and they don't weigh that much.

You can also buy scrolls as you find them.

Spells are better than scrolls or potions as spells don't have any weight.

That's not so hard, they're all over the place. You'll have a bigger problem getting the money which all those spells will cost you.
