I was talking about three different battles (Delosar Inn, Den of Seven Vales, and the sewer rumble) where I casted two webs at each of them and nobody went hostile. Is this a bug? Or I figured that since nobody was damaged, maybe it's part of the AI.
 Either way, makes the fights too easy. |

Heh, heh, you would think they would fix that in ToB, either way, I think that yes, it is because it is a non-damaging spell.
