I think you have to talk to some guy around there and do stuff for him but Jaharea should be outside i think......

ujaheira isnt inside the harper hold, shes near it, hanging around the bottom of the screen.... to open the door, its better if u have seen the attack on renfeld and delivered his corpse to rylock (the guard). that way its easier to get in, but u have to do a favour by killing a guy called prebek, who lives in the docks...(check your map and the flags to find prebeks house, i think its next to valygars) then you should be able to enter, but talk to xzar first....
