If my sorcerer can only reach Lvl 17 hows he suposed to learn Lvl 9 spells ?

You will also need to have INT of 18 or greater.

they didnt intend you to learn them. you were supposed to cast the spells by using the scrolls in the quick spell slots. sort of a one shot deal. but that is pretty lame so i use shadow keeper to "teach" the spell to my characters
