I can't find all the orcs at a daedric ruin (FG quest). Can someone please help?

try looking at second floor. there's a orc there.

Like Kakero said, in the second floor. Unless like myself you found the back door which opens into the second floor. Kill the cheif orc there and the quest is done.
 I still like to kill them all though.
