Attack rating, to hit & penetration

What's the difference between AR & to-hit? The manual is rather vague. Is the latter a pure bonus?
Probably related, what affects the chance of penetration? Strength, Dexterity, Senses, the academic skill, the weapon skill, or all of the above?

And why is 'to penetrate' in the character screen always 0. I checked various save games of high level party, no luck, even in combat with every possible buff casted it's always 0.

Ahh, so many questions. Thanks in advance.

On that screen, the "To Penetrate" is broken. But if you click on the little icon to the lower left of that square, you get something called "Vs. Penetration" (I have no idea what this means) along with other good stuff. They include armor assists from speed, stealth, and talismans as well as detrimental effects, damage protection, etc. It took me awhile to find this submenu.
