What's up with the fishing rod at the cliffs in Tryton. Is it just scenery, or can you actually do something there?

minor spoiler...
You can get in the water if you jump in and follow the river... it's used to get back up the cliff. There are some items down there, nothing worth mentioning though. Signed, One Sick Psycho
