i went to to top of the iron throne tower, was told he was in the undercellers, looked around found a bunch of hookers, no serevok, where do i find him now?

Go to undercellars. In centre there will be assassins, who'll leave an invitation to Duchal palace, where you should head next.

when i said guilds i meant the thieves guild but now realized that will come later

The two crazy ones. Duh? Kill them and then you can enter the Duchal Palace. It is pretty much straightforward from there.
