Nope, as far as I know, there are no plans for a BG3 at the moment. As for the second part of your post, all I'll say is this: in my opinion, BG2 improved on BG in just about every way.

I'm rather skeptical myself, but there *are* rumours going around that there is in fact going to be a BG3 (the rights for it have been sold to Atari, in any case).

I think they will be no BG3 becuase of the license thingy. And even if I was BG3 it would never be as good as BG1, 2 and ToB were. (IMO)

I think bg3 is coming out, and yes bgII sucked, because it had no freedom and no characters. But it did have GREAT classes and GREATER spells. that is one up and down, but no freedom in the game, you cant go anywhere besides like the 7 (tops) locations and your always stuck in some stupid quest. oh, and all the cool stuff in bg2, you can pretty much get in BG1, hey, BGII just wasent for me, i like to be able to go around and do stuff that is fun and have freedom.

I have to go with Xen here. While BG was better with characters and areas in terms of quantity, BG2 was much better in regards to quality. IMO, any one of the BG2 NPCs has as much dialogue and characterization as a half-dozen BG NPCs. As for areas, many of the areas in BG had one or two things to do... and that's it. While a few of the areas in BG2 are the same, most either have
a) multiple small quests, or b) one large quest. And to those who say Durlag's Tower is the shiznitz - go play Watcher's Keep. That's how you do a massive dungeon without making the player spend half his/her time checking for traps.
