I am just wondering if the map adds locations if there you get new quests new quests.

I doesn't seem to add new locations, but it will add new characters to existing locations. A good example of this is the bounty hunter quest in chapter 2. If you don't take this quest, the locations you find the people are still there, but they're just empty.
